Google determines the Google PM levels based on a combination of factors, including years of product management experience, the scope of responsibilities, and the overall impact of the role.
Google has a tiered structure for its product management roles just like you’d see at most competing tech companies, but they organize the Google product manager levels differently. Their structure includes two levels for Associate Product Managers, followed by two levels for more experienced Product Managers, and then progresses to Senior and Group Product Manager levels.

Google Product Manager Salary Components
